GENERAL RESPONSIBILITIES
Serves as Chief Continuing Education Officer for the college and is responsible for state reporting, budgeting and financial forecasting, programming , and the organizational structure for the Division of Continuing Education and Workforce Development. Provides leadership and management to the college's outreach effort in continuing education for the general public, licensure and certification professionals, special populations including seniors and students under 18, and other adults in the community, and has overall responsibility for the performance of this Division. Works closely with the Executive Director of Workforce Development in developing and implementing strategic plan for the Division and overall manage of the Division.
WORK PERFORMED
Determines the priorities and goals for the Division as a whole and identifies necessary operational tactics.
Assesses the staffing, equipment, and space needs of the Division and recommends the appropriate action.
Prepares the budget and determines the profit projection for the entire Division.
Supervises the overall submission of state reports, signs and verifies authenticity of information submitted on CC-10 cards and on CC-3.
Creates and administers new programs which recruit new students to HCC (both credit and non-credit ) and increase profit and FTE.
Assesses liability and risk management factors for new projects and implements appropriate solutions.
Develops strategic college-wide partnerships with business and community organizations and develops and administers procedures to market, implement, and evaluate partnership activities and programs.
Supervises the development of the overall marketing plan for Continuing Education.
Determines and reviews the priorities of the Division’s enterprise system requirements and supervises the operations area.
Independently negotiates contracts with businesses, organizations, and agencies to obtain and retain satisfied clients and generate enrollment and revenue for HCC.
Determines profit margins, analyzes budget to project new market initiatives, monitors expenses and revenue for budget cost center and individual contracts and grants.
Develops curriculum and course schedules for credit and non-credit programs to meet the needs of clients with regard to content, location, time schedule, etc.
Responds to requests from HCC president and represent College on statewide committees as required.
Responds to student, instructor, staff, and customer complaints and issues.
Represents this Division on Vice President for Academic Affairs staff and serves as liaison with credit divisions.
Represents Continuing Education on major college-wide activities and committees.
Serves as College’s voting member of the Maryland Community College Association for Continuing Education and Training and participates in statewide initiatives.
Delegates, supervises, and evaluates the work and activities of budgeted professional and support staff and full- and part-time assistants as required.
Locates alternate classroom sites and negotiates use of sites, schedules facilities and equipment, and acquires course materials as needed for each program.
Represents HCC at negotiations with county and community organizations and networks with members of county organizations to market HCC, meet potential teachers, and establish liaisons.
Meets with business, agency or association representatives to plan, manage and deliver programs, and evaluate results of each program.
Develops and manages courses, monitors programs, and manages the report system to state agencies as required to acquire funding.
Investigates potential sources of funding for programs and applies for funding as appropriate.
Researches and writes bid applications, reviews responses for completeness and selects subcontractors for services.
Plans and writes MBO's and status reports as required .
Makes presentations to community agencies.
Works autonomously with minimal supervision to achieve enrollment and revenue goals of the Division of Continuing Education and Workforce Development.
Actively markets courses to various potential customers.
Requirements:
Requires Master's degree or above, background in community colleges preferred, 10 years of experience in education, five of which must be in a comprehensive continuing education division, demonstrated success in managerial and leadership roles, and knowledge of the business environment. Project management experience including budget development and financial oversight essential. Background in workforce development and training required. Experience in developing and implementing a variety of noncredit programming required. Knowledge of MHEC reporting requirements preferred. Ability to communicate effectively, both verbally and in writing necessary.
