Regional Director for Latin America and Caribbean Programs

  The National Democratic Institute for International Affairs (NDI, or the Institute) is seeking a Regional Director to oversee the design, development, implementation and evaluation of the Institute’s democracy strengthening programs in the Latin America and Caribbean (LAC) region.   

The position reports to the President of NDI and is based in the Institute’s headquarters in Washington, DC.  Frequent, regular travel throughout the LAC region is required.

Responsibilities:

Lead the development, design and implementation of NDI’s programs within the LAC region, currently composed of multiple large-scale, multi-year single country projects and a number of regional and single country projects. These encompass a broad array of democracy strengthening issues, including improved governance, transparency and government accountability; promotion of effective political representation and inclusive participation; electoral reform and observation to support election integrity; coalition building, civil society strengthening and issue-based advocacy to strengthen the ability of democratic systems to meet citizen needs; mitigating the impact of disinformation and misinformation around elections; and strengthening regional networks for the defense of fundamental freedoms and political space in closed and closing societies. 

Build and maintain relationships with NDI partners throughout LAC, including senior political leaders, elected officials and other representatives of political organizations, parties and coalitions, prominent civil society organizations, think tanks and other thought-leaders, as well as representatives of the international donor community, working closely with NDI LAC field representatives in those countries where NDI may be  present. 

Organize regular strategic planning sessions and lead and oversee the work of LAC field directors, LAC project managers and LAC headquarters staff to anticipate and respond to dynamic developments affecting democracy in the region; ensure timely achievement of programmatic goals; mitigate challenges and capitalize on opportunities; deliver timely and effective reporting on programs; ensure financial accountability, effective data collection, monitoring and evaluation of LAC programs in ways that promote institutional learning and innovation throughout NDI’s programming.

Represent NDI and its programs to partners, the donor community and international stakeholders in both public and private settings.

Perform required/effective management responsibilities, ensuring that staff management and other leadership activities are executed in accordance with NDI’s values and established organizational policies, standards, and procedures as well as relevant employment laws. 

Participate actively in NDI’s senior management team and support global programs as needed. 

Qualifications:

Bachelor’s degree, preferably in international relations or a related subject, or equivalent experience. Master’s degree preferred or equivalent experience. 

Twenty (20) years relevant work experience in international relations, political and civic organizing and advocacy, development and democratic governance, to include substantial experience managing complex international programs and activities preferably in LAC countries; developing and implementing democracy-strengthening and building programs with political and elected leaders, civil society, political parties and movements; and coalition building and fostering greater inclusion and responsiveness to youth, women and marginalized populations. Experience working in volatile political environments preferred.

Experience in strategic planning, negotiations and the design and implementation of complex programs and operational activities, as well as in conducting effective financial management. 

Deep knowledge of the LAC region and understanding of political and governance systems.

Excellent managerial and networking skills, including experience in leading multicultural teams and working effectively within a multi-institution framework as well as with senior government and political leaders to achieve common goals.

A high level of confidence, integrity, cultural sensitivity and professional presence for building/fostering key relationships and coalitions with others within NDI and externally, such as of local political and civic organizations, representatives of the U.S. and other governments, multinational organizations and international funders. Must have exceptional interpersonal skills, be respectful and trustworthy, and exhibit high standards of tact, diplomacy, and discretion.

Exceptional analytical skills for interpreting complex program and political issues.

Ability to manage uncertainty and manage conflict, as well as maintain composure and demonstrate control in difficult or complex situations.

Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders.

Superior communications (written and oral), clear and persuasive, with the ability to translate information into meaningful and understandable context and messaging, as well as to present and respond to others in a knowledgeable and credible manner.

Proven capacity to meet goals while managing diverse representational, planning, communication, financial, supervisory and other responsibilities.

Technical proficiency with Google Suite or a similar platform.

Fluency in English and Spanish; French and/or Portuguese language highly desirable.
