The U.S. Merit Systems Protection Board (Board) is seeking an outstanding Chief Information Officer (CIO) to lead its Office of Information Resources Management (IRM). The MSPB is an independent, quasi-judicial agency in the Executive Branch that protects the Federal merit systems. The CIO position is located at MSPB headquarters. To qualify for this position, applicants must meet the Basic IT Experience requirements and the Specialized Experience requirements. Specialized experience must be IT related and is defined as full-time experience for a full 52-week period at the next lower grade level meeting the description set forth below. The description of your specialized experience must appear in your resume in sufficient detail to clearly determine you possess the specialized experience needed to qualify for the position. You will not be considered qualified for the position if your resume does not clearly reflect that you possess the specialized experience.

In addition to meeting the experience requirement above, applicants must meet the following specialized experience requirement:

Specialized Experience

\tKnowledge and skills to perform the duties of this position, including experience providing a wide range of enterprise-level IT services that support the use of IT for an agency with regional and field offices across the United States.
\tProviding expert technical advice and guidance to senior leadership on the appropriate application of technology to meet current and future mission requirements. Demonstrated ability to determine applicable, cost-effective enhancements or changes to major information systems. Ensuring the development of cybersecurity and information security solutions that effectively and efficiently meet the needs of the agency for its existing IT infrastructure, and new technologies and modernization efforts.
\tHigh degree of skill in written and oral communications reflecting the ability to explain intricate and complex ideas, concepts, and plans to engage non-technical staff, supervisors, and senior leaders using a variety of media and platforms.
\tKnowledge of and experience applying the Federal IT laws, regulations, and policies that affect the administration of an IT program.
\tKnowledge of and experience applying the theories, principles, and techniques pertaining to computer security and the Federal cybersecurity laws, regulations, and policies for the secure management of information systems.
\tManaging the IT budget, including the procurement of technology to meet an agency's needs and managing the full-system development life-cycle.
\tEfficiently and effectively supervising and managing an IT staff.

In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required.

Basic IT Experience
Experience must be IT related and demonstrate:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and the nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Experience with IT systems supporting a legal and research environment such as MSPB.
